National recovery plans, AI and Tax Credit 4.0

In this period we constantly hear about PNRR, transition 4.0 and tax credit. The National Recovery and Resilience Plan aims to tackle the post-pandemic period through investments and initiatives aimed at many strategic sectors. In order to achieve the set objectives, Italy will manage a total of more than 200 billion euros (between PNRR and additional allocated funds). Over 40 billion are allocated to the mission of digitization. The AI sector is also closely affected.

Let’s better understand the objectives in the field of Artificial Intelligence

In this context, the Italian government has developed an additional strategic plan linked to the PNRR, to vertically address the field of AI: the Strategic Program for Artificial Intelligence in Italy.

In the document, the government aims to complete, within 3 years, 24 policies aimed at strengthening the AI system. These are ambitious, yet necessary goals for a country where only about 22% of companies implement AI solutions (a percentage that further decreases depending on the sector).

The guiding principles of the program are as follows: to transform Italy into a cutting-edge hub in AI Research and Development, including in public administration, to renew production processes, always in an attentive, inclusive, and sustainable manner. Also, to ensure that development programs are coordinated and harmonized with the development path of the entire European Union.

To achieve these objectives, the focus is mainly on several lines of intervention, such as promoting talent development in the AI field and research initiatives, as well as encouraging the adoption of Artificial Intelligence in productive sectors.

One of the measures supporting these objectives is the Digital Innovation Tax Credit 4.0, with which the MISE aims to support companies that believe in digital and invest in technological transformation, betting on the future.

Tax credit for digital innovation

The tax credit has been increased following the Aid Decree no. 50/2022. It is now equal to 50% of the expenditure incurred for investments in intangible assets 4.0, including a wide range of Artificial Intelligence solutions (custom projects can also be included). The provided incentives represent a good opportunity to bring the world of Artificial Intelligence closer to SMEs, allowing them to create new value, significantly increasing competitiveness.

Some useful information

The credit concerns investments made in 2022. For those already set by the end of the year, the investment date is extended until June 30, 2023. The maximum allowable expenditure limit is 1 million euros.

It is important to remember that the incentive is aimed at all companies resident in the national territory, regardless of size, sector, and legal nature.

Furthermore, for entrepreneurs, it is relevant to know that the tax credit does not contribute to the formation of income for income tax purposes and the value of IRAP production.

The procedure to access it is quite simple: just fill out a specific communication form (available on the MISE website), with data and expenses, then submit an electronic F24 form, to offset the credit, accompanied by a technical report or a certificate of conformity issued by an accredited body.
